I’m just going to say the Bullying is a serious frogging issue and youngsters with not-fully-developed brains are most definitely impacted in a major way. Those with low self-esteem can be impacted to the point they do see killing themself as the only option out. Depression is an illness, not to be dismissed as weakness.
Others who are aware of the situation MUST get involved and do so in a strong manner that is causes the bullying party to stop...like a serious ass kicking. Some people cannot defend themselves at that time in their lives...doesn’t make them permanently weak and useless...just need help.

For anyone to make fun of that, I guess you haven’t seen the impact first hand...it ain’t pretty and it does impact the surviving family and friends in a deep permanent way.

But the Martin-Incognito thing is a different story. He had many options available to him. It is not even in the same galaxy as Voynov beating the poop out of his wife. Both are inexcusable, but one is infinitely worse than the other. Again, these 2 specific situations. No "generally speaking".

Research has shown women abuse their male partners almost at par with men abusing women. With women leaning more toward emotional abuse, but make no mistake plenty of women beat the poop out of their men. And cyberbullying of children/teens can get out of hand real quick, but neither one of these cases is those things.
