It's not just that. The rule for contact outside the crease requires the attacking player to initiate contact, "other than incidental contact," with the goalie. On that goal, the goalie initiated contact by sliding into the attacking player.

And then there's Rule 69.6, which is the real explanation:

Rebounds and Loose Pucks - In a rebound situation, or where a goalkeeper and attacking player(s) are simultaneously attempting to play a loose puck, whether inside or outside the crease, incidental contact with the goalkeeper will be permitted, and any goal that is scored as a result thereof will be allowed.

*EDIT* And on the Skunk penalty, Anderson again initiated the contact. That was a bad call, but I don't blame the ref for not being able to see what actually happened there.

It would clear up a ton of the inconsistencies
