I think it was the Flames a few years back who had to play a game with 17 skaters due to a cap situation and apparently the NHLPA was pissed.

After the deadline the roster cap is lifted. Only the salary cap remains, we could have 50 players on the team as long as we're cap compliant. We'd need to bring them from Europe or the chl/NCAA etc... because we have already used our AHL call ups. No more roster limit though.
