Sure, but the GMs around the league are seemingly colluding to avoid offer sheets in order to keep RFA contracts down. If Botts were to OS Wilson, a good portion of the GMs will not work with him. That's bad for business

If the cost to offer sheet is a second, you're better off offering the GM a second and a prospect to "play ball"
