He did give him a qualifying offer. Lehner made $3.15 million the year prior due to bonuses. Pay attention.

His cap hit was only $2.25 but actual cash is involved with qualifying offers.

20% raise would give him $3.75. Botts gave him $4 million for a year. A $250,000 raise above what would have been his qualifying offer.
