It's an interesting idea, but I think the overall cap system works just fine.

Having a fraction of said salary off the cap is interesting though for both the players and teams. But yeah, the system is "working" now. Does anyone has the formula the NHL use to set the cap limit each year? Of course it's revenues based but still...
