He only loses whatever is left on this year's tag. That's it. He's a UFA, and if he's tagged again the Steelers are looking at ~$25M. What the Steelers could, probably should, do is transition tag him and have the chance to match whatever contract he signs with another team. I'm not sure what the compensation is though.

He's in his second season in the minors after playing at Notre Dame.
