At the end of this slightly longer clip you can also hear someone shout "Rag, rag, rag!", so in the context of the game and the definition of "Rag it" ( https://en.wiktionary.org/wiki/rag_the_puck ), it would fit.

I haven't seen the parade in years, because I have other things to do. Nobody forces me to go. There's always events going on in the city that I'm not interested in; some of them might even inconvenience me in my travels. That's life in a free city.
