The rules already prohibited it. The refs and the League weren't enforcing the rules. The GMs met and decided the rules needed to be enforced.

Yeah, I get your point. The obstruction rules existed, but were not being enforced. Whether that involves "reinterpretation" or just "enforcement" is largely a matter of semantics.

I do recall that enforcing the rule against obstruction was a rather dramatic change back in 2005, unlike the decision to enforce rules against hip checks on the opponent's knees. There were obstruction penalties being called like crazy in 2005.
