Usually yes. Happened a bunch of times the last couple of seasons forgot what exactly was the reason in all honesty for why it wasn’t a double minor even with blood was it deemed reckless to be a double? Whatever it was it was super subjective.

Oddly I posted what a linesman can call for sharks game and it's the same rule 32.4 for double monor on a high stick. Still bull poop
