Not really, they've only been back in the Premier League for 7 years. They don't have the money to compete. They were 8th a couple years ago, but underwent a ton of change and have had a bad couple years, but they're still in the Premier League.

When he took over in 2014, they were 14th/20th. By 2016, they were 6th and on the verge of a champions league spot

Dead last would be relegation, they're still in the premier league.


I don't know the specifics of what happened ,but this is the way for smaller clubs. They have windows of being good/bad a lot like NHL teams because of the cap/budget restraints.
