These "grand plans" are 100% accurate IMO. Access to natural resources are also at stake. China's doing the same, they have their sites on Russia's natural resouces. Listening to Sarah Paine (really insightful person) on this exact subject.

In the clip below, just switch China with USA and Russia with Canada and there is no difference in approach.

This isn’t new news either. The arctic has been a hot discussion item for decades with Russia especially trying to impose their might and encroach on our territory.
Which is why the new submarines we have coming are important. They are diesel-electric which means they’re not as powerful as the nuclear subs of Russia and the US but they are stealthy. They can basically sit quietly on the ocean floor and monitor the area without anyone knowing they are there.
