That kinda sounds like Marner is trying to use the threat of an offer sheet to force the Leafs' offer up, while at the same time trying to make sure a truly serious, and signable offer won't come in.

It might solve a problem if he does sign an offer sheet. The currency that an extra four first round picks provides you with is staggering. You could start making bully offers for players that GM's would have to consider.

Just as an example you could offer three first round draft picks and some NHL players for Seth Jones and Jarmo would have to balance whether his team will be competitive enough during Jones current contract to turn down that offer. Then you can find a serviceable winger to play with Tavares with the remaining draft capital. This would also keep cap space open for Rielly's next contract.

Not the worst scenario.
