Throw in all the laughy emojis you want, it's not about "missing" players. It's about asset management. You don't just let NHL players get picked up for free if they have any value.
Almost all GMs follow this. Unless you're unemployed Peter (frank)ing Chiarelli. A guy hits the waiver wire when his value is about zero in the NHL. Either his salary is too high or the 30 other teams don't have a roster spot for him. Clearly Jason has hopes that Sobotka is worth a minimum asset.
