I dunno. I'm no lawyer, but the CBA states that a Qualifying Offer is based on a player's salary, not their AAV. Even if you take the wording that CapFriendly poses:
"100% of the base salary if the base salary is equal to or greater than $1,000,000." which is a paraphrased version of the CBA, and then notice that in year 4 of Meier's contract, it's all $10m in Base Salary.

... A player may only declare himself to be an unrestricted free agent if he is over the age of 27 or has played in the league for a minimum of 7 years. |

He's still an RFA. I believe the reason he took that contract was because the qualifying offer will be 10M+ due to his salary in the final year. I read an article about this. Let me see if I can track it down. |

If the Leafs do the same strategy, Marner accepts the one-year qualifying offer, and he's a UFA at the age of 26.
That's not when you want your best players walking away.
