Has JJ been all that bad this year so far?

I would say he's been a solid 3rd pairing D-man. He's made some shockingly good plays, like being in position, winning a puck battle, and then making a quick decision/outlet pass that led to clearing the zone. But he's also made some of his standard poor plays and tends to float and follow the puck and get himself out of position, which is his bugaboo.

In the context of his role, I think he's played well. Maybe I'm grading him in the context of how he usually plays, but he hasn't stood out negatively and, dare I say, he's stood out in a positive way based on expectations. I think it helps that he's not playing big minutes in the second pairing like he did a lot last year.
