I always thought this would be a good way to have the lottery work, the teams that just miss have the best odds for the lottery, and it’s weighted heavily.

It would certainly get rid of the tank, sort of, I think teams on the bubble, or maybe a team that is a playoff team, but an old one, could sell to just miss and try and get a major building block, granted the latter is sort of situational.
