I think it's both.

Friedman made it sound like Lou originally wanted Parise and Koivu, but still pursued Parise after Koivu refused to waive. Since Koivu made it known a couple of days before the deadline that he wouldn't waive, I'd guess that this move had been discussed long before that. A Parise only trade then fell through due to tricky finances.

Or at least that's my take from what I've read.

I just open his mouth now and shove the pill as deep as I can and hold his head up and mouth closed. I was tired of trying everything else, and seeing a clean pill on the floor

I’m sure Lou was discussing trades with various GMs about a C. There was talk of Ottawa resigning JGP so Lou had to find other Cs that he could trade for if in fact they did.
If I’m a betting man, I would put my money on JGP being Lou’s first choice. Just made the most sense.
Of course that’s my opinion.
