The new testing process/capabilities will be a significant input. CDC could only process 350 tests per day. Not sure of the number on the new test, but it should be a very significant increase...which will lead to more positive cases pending to the expected exponential curve.

Florida so far has tested about 850 with about 150 testing positively...~18%

I'd wild-ass-guess it will be later this week...when more test results start coming through.

In all seriousness, it is trending that way. My guess is that the affected state and local governments will start implementing it over their jurisdictions themselves, and then the Federal Government will follow suit once enough of them do it.
