Enacted to deal with external threats...

I'm not saying the federal government shouldn't help...but the burden is specifically, and purposefully, left with the states.

Which is why the burden is on the STATES and the federal government is playing an advisory/support role!

EDIT: I misread...but this is no longer an external threat when it is in our communities.
