Doesn't surprise me - they call this "suicide by cop." Cowards place themselves in a situation where the cops have to kill them, because they are too chicken-poop to kill themselves.

Usually not the case with the cbc, for the most part during these events they confirm info before sharing.
At least at headquarters, not sure about satellite branches.

Looks to be premeditated, people who "snap" rarely paint replica cars and make replica rcmp uniforms
