Personally I don't care about compliance buyouts but if you really want to improve the product when you need it most , is it in the best interest to have players like Eriksson Lucic Bakes eating up your cap?

Relocation & teams could contract together ala Cleveland Barons with Minnesota North Stars. Less than 32 teams & future expansion room.
