Normally I'd say no, because all play in losers are getting the same odds in the second lottery but the NHL has given them each 12.5%.

Compared to the original lottery, that's pretty damn good. Don't think anyone will try to lose on purpose, but its the ultimate win-win for fringe teams that didn't anticipate making it pre hiatus, like NYR, FLA, MTL, MIN
