Phase III of return to play negotiations. That is all the NHLPA has agreed upon . Phase III of the plan . They have not yet even agreed to play yet.

Show me the thingy where you have read that the NHLPA and NHL have agreed upon Free Agency does not begin July 1 because as of now on July 1 any team can go out and sign any Unrestricted Free Agent . As it stands now any team can sign any UFA on July 1.

They can not start anything until everything is in writing and agreed upon. They need to get something in writing before July 1 otherwise any top UFA can sign with any team as per their legal contract.

If training camp goes well, there's no spikes it will be on. There wouldn't be an agreement to prepare to play, if it were unlikely they are going to play. Everyone is just being cautious. But no, there will not be July 1 UFA's unless training camp on the 10th agreement comes to an end, I'd put money on it.

In the meantime, the players are aware that certain targets must be met, throughout the phases, before they resume the season, which would include insurance policies for all players, including those who will be free agents, at the conclusion of the 2019-20 season.

There needs to be a lot of conditions met and none will be assumed.

Right now why would Tyler Toffoli want to go away for possibly two months from the wife with no contract to play for a team he has a history of 10 games with? His legal contract ends July 1 . He will not receive any more salary so why go? These loopholes and adjustment that the NHL are trying to implement need to be fixed. There need to be insurance policies and signed agreements.

One mention of capitalism and look who shows up. Lol
