You can in the situation I suggested. As long as the iced team in any particular game is under the cap.
The team actual payroll could be whatever you wanted, as long as the roster for any particular game is under the cap.

No you can't. Look at how many teams Cap spending is over the 81.5M Upper Limit. You have to be cap compliant for every game, not necessarily under the cap.

Now that the Leafs schedule has been released for the return to play series, is anyone cancelling their plans on August 2, 4, 6, 7 and 9th? |

No you can't. Look at how many teams Cap spending is over the 81.5M Upper Limit. You have to be cap compliant for every game, not necessarily under the cap.

I'm not sure we are understanding each other. I was suggesting completely changing the rules.
Regardless, my suggestion would allow teams to get out of terrible contracts by simply not playing someone, so it wouldn't fly.

I would argue the point of the cap is more to increase parity in the league by preventing rich teams from acquiring all of the top talent by out bidding small market teams. My suggestion accomplishes that goal.
Regardless, the real issue with my suggestion is that it provides rich teams the ability to bury bad contracts by not playing them, which the league doesn't like.
