No you can't. Look at how many teams Cap spending is over the 81.5M Upper Limit. You have to be cap compliant for every game, not necessarily under the cap.

I would argue the point of the cap is more to increase parity in the league by preventing rich teams from acquiring all of the top talent by out bidding small market teams. My suggestion accomplishes that goal.

Regardless, the real issue with my suggestion is that it provides rich teams the ability to bury bad contracts by not playing them, which the league doesn't like.

You just confirmed it. You don't understand the cap. The cap is to ensure the 50/50 split of HRR between the players and the league. Your suggestion doesn't make any sense.
