Mike, I found your latest blog a bit confusing. Adding players who are going to be exclusively placed on LTIR does not create additional cap space (beyond allowing to exceed the cap by the amount by the cap hit of that player.) The cap hit of the player still counts against the cap.

If a team has 5 million in cap space and they sign a 5 million cap hit player to be placed on LTIR, the team does not have 10 million in cap space. All they have done is to allow themselves to exceed the cap by 5 million. It's swapping money with a serious drawback.

Teams that use LTIR are no longer "banking" used cap money. In the scenario where the 5 million LTIR player is put on the roster and another 4 million cap hit player is signed, that available 1 million is not banked over the season. Conversely, a team under the limit will accumulate unused cap $$ that can be used at the trade deadline to sign a higher cap hit player. This simply can't happen in an LTIR scenario. The team loses that flexibility.

A possible advantage to purposefully packing a team with LTIR players is if they expect to have those players back for the playoffs and the LTIR players are activated once the playoffs start - since the cap rules don't count in the playoffs. The Blackhawks did this in 2015 when Kane went on LTIR. They used the LTIR space to acquire Timonen, Desrajdin and Vermette. They activated Kane when they playoffs started and all players were played in the playoffs.

The new CBA is still using the previous LTIR rules. Nothing changed in that aspect.

A lot of teams are in cap hell, but, I don't see how obtaining LTIR players is going to make more cap space.
