There are a lot of very stupid people here in the States. Perfect example is the NYC Mayor. He refused all permits for parades and want not but encourage people to protest. Go figure.

While I support the reasons for these protests, I agree with you. There should have been a constant public urging of protestors to wear masks.
You forgot to mention his dilly-dallying in closing the schools - because it would inconvenience working class people who cannot afford child care. Yet its those working class people who have suffered the most from the virus, its not the folks on the upper E/W side.
Why not give a child-care credit to people who need it? You could carve that out of the savings on the closing of the schools during the lock-down. Why not condemn the unions who would balk at taking a pay cut when they have to do no work (like the teachers union)?.
It is these sort of double standards that make people lose faith in our institutions.
