Well his cap hit was $3.5 and his salary was $3.3.
Stands to figure he's going to get at least that or more.
"The arbitrator's decision is binding and final. However, teams have “Walk-Away Rights” when the player elects arbitration. ... If the award issued is for one-year and $3.5 million or greater, the team can (within 48 hours) tell the player, NHLPA, and NHL in writing that it does not intend to go forward with the award."

They should have traded him at the deadline but maybe the rest of the league just isn't into him? Who knows.

Imo, I believe Botts wanted him in large part to bolster a weak PK. I also did an analytics comparison of him, bennett, monahan and another player that eludes me right now. Frolik fared well |

Frolik was supposed to be the Sobotka replacement and it failed miserably. Both played similar roles.
