It's only a game misconduct if the refs decided it was a major penalty.

Which is probably wasn't. But Chris Lee saw blood and panicked.

They explained it on sportsnet if how they were instructed, if it's boarding and there's a head injury it's a major and a game miscondict.

We all hate Chris Lee but this time he only called what refs were instructed to call

i think you're misreading that. the part you highlighted specifically referred to major penalties. a major resulting in an injury is an auto game misconduct.

based on what you posted, the referee still has the discretion to call a minor penalty if an injury results.

fair enough, if that's how the refs have been instructed by the league to apply it: boarding + blood = 5 and a game. but that's not what the rules say.

Exactly.

It's supposed to be the Ref's call. If the instruction is different than the rule, change the (frank)ing rule.
