The added effect. The other cutting agents you mentioned just increased volume.

Fentanyl increases the "effects" even though it's technically an opioid so you're mixing down with up. Stronger intoxicant with smaller quantity.

So they would use the other stuff to cut it (increase volume) and add some fentanyl to keep or add potency.

Independent writers still go through Rolling Stones filters and editing. Now I'm sure a decent article sneaks through like you said but it's rare.
