Ottawa has tons of cap space and taking on a contract like that shows the young guys that if they put int he work and develop properly, they will be paid for it.
As for any money owned, that could easily be put as part of the deal that the Pens pay that as it wouldn't count against their cap anyways.

ottawa has tons of cap space, but also tons of players that need contracts. this year and next the following guys need new deals
tierney, duclair, tkachuk, balcers, brown, hogberg..........plus, you assume that ottawa spends to the cap, but we all know that their internal budget basically means that the "actual cap" they're working with is closer to the cap floor.
if Letang was a big cap but lower actual $$, maybe it could happen.....but his cap and actual $$ is the same at 7.25......no way Scrooge McMelnyk takes on that much $$
