That's been found, through multiple analysis pieces done, to be the largest mistaken reason a team can make when not drafting a player, as it's the biggest improvement area for almost all players when they become professionals.
It's why Brayden Point wasn't drafted earlier, as most said his skating wasn't good enough, and there are innumerable other examples of that.
AA is am example in the inverse. Guy skates fantastically, but can't produce or play well.

Rossi is a good skater, and you’ve seen in the video he does have some quickness, but for a 5-foot-9 player, I’d argue it’s not the elite quickness you’d typically like for a small player who is projected to be a very good NHL player.
He is very elusive with the puck, showing great edge work, a strong first step and overall ability to elude checks.
I would say he lacks truly dangerous NHL-level rink-length speed to pull away from guys or turn the corner on NHL defensemen.

Time and time again proven productive players are picked much lower than they should be due to perceived skating issues, while guys who can skate better but produce very little are taken higher, while skating is the single biggest improvement a player can make when becoming a professional.

Who gives a (frank)? Can he play? should be the only question you should be asking. Martin St Louis was like 5'2" and he was built like a brick poophouse. Even going back to the era dominated by the Derian Hatchers of the world you have Theo Fleury who was like 5'6" and maybe 175lbs.

Rossi is fantastic. The Sabres would be lucky for him to be available when they pick.

You just cant replace that kind of production off your second line 3 points in 16 games. Who could replace that those 15-20 points over the course of a 82 game season? Sorry guys McD,Drais,Mack aren't on the market to make up for this loss
