The answer is because they don't benefit by doing it in any other way. It's not like the NFL where they get more people to watch their draft than the NHL gets to watch any given Stanley Cup Final game.

Sure they could have, but currently there is an outbreak on a team. As it stands right now the virus is still spreading through that team.
