Might be reading this wrong but it looks like arbitration papers just need to be filed for second buyout window (from a Rangers article):
There is a second buyout window that the Rangers can use. That window will be around late October, whenever arbitration hearings are set to close. All the Rangers need is one player to elect to go to arbitration (or themselves elect to go to arbitration). The case doesn’t even need to actually make it there, either player or team need to just file the paperwork.

Interesting! I had a read thru the public copy of the CBA extension and didn’t see anything that contradicts that. Also, they don’t have to place the player on waivers first
In the event a Club elects to Buy-Out a Player with a No-Move clause during this period, the Club will not have a requirement to provide the Player with the option of electing to be placed on Waivers and shall be permitted to proceed immediately with the Buy- Out without waivers being required. Additionally, for 2020 only, a Club shall not be entitled to exercise a Second Period Buyout as set out in s. 11.18 of the CBA for any Player with an Averaged Amount less than $4,000,000

Clubs are permitted to perform a buyout outside the regular period during the 48 hour period beginning on the third day after the final of [CBA 13(c)ii]:
Settlement of the Club's final arbitration case, or
Receipt of the Club's last arbitration award

The past sentence contradicts the article cooler posted. If I'm reading it correctly we only get a buyout if the player is awarded 4m or more?

I really can't see how a LE to Ottawa deal wouldn't work. Maybe JB is hesitant to pay the price but if it's any lower than a 1st it should be a no brainer. - NorthNuck

You've been saying this for a while and the time to do it came and went don't you think?
1) Probably the Sens are on LE's 15 no trade list and one his agent never spoke with when given free reign.
2) The Sens are already at the cap floor and they did it by spending real $$ on players they wanted playing for the team. No interest by them for buy out proof LE.
3) JB has been on record he's not trading top picks just to move cap.
Plus if it was possible, then when JB was working the phones trying to move cap this was never reported as close or even considered.
But guess which does get mention. Waiving LE if there is an AHL season so he terminates.
I know the lemming crowd continually like to bash him but he does what's expected.

They have to want the player, even thiugh numerous teams havd taken older players and picks for years. But for us no.
