And putting resources into trauma as the - very consistent - root of severe addiction is about protecting children from abuse and neglect, not themselves. And treating the subsequent adults they become. It would also be cheaper than the criminal approach. But some people would rather pay more for an approach that doesn't solve the problem and makes it worse.
