There's a law that now allows us to evaluate contactor and if they don't get the passing grade we can block them for two years. It put it in our bid documents, just have to get it approved by the municipal council, it was ready last year but my boss didn't push it, so were gonna do it this fall so I'll only be able to evaluate them on the next project I hope the never get.
Only other option would be asking the RBQ to remove their liscence but I doubt that's gonna happen.

I have a friend whose business does great but expensive work and they're missing out on every tender. He's joked that it's short term pain as he's already getting calls from several of them saying we'll pay whatever just come do this right. Old rule of thumb is that you never go with the lowest bidder unless you're 100% sure of what you're getting
