Why is it that when a player who actually says ‘retire’ this initiates a cap penalty but if a player only says ‘I can’t play anymore’ there’s no penalty and in fact his cap hit because a helpful tool in some cases?

I doubt it, Benning doesn’t like complicated moves, he prefers simple hockey deals, player for player or pick for player.

Montreal is a lot deeper than Vancouver and yes they are better than Canucks, write that down in your book.
