I agree, it is to max for the purpose of capspace. If they keep as close to the cap ceiling, it allows them to utilize more of the LTIR, if they need it

I posted that article about it quite a while back how the closer you get, the more you will have at the deadline because there are a lot less days so they make a bigger difference for accumulated space at the TDL.
