if the rule book isn't clear enough about this, then the league should at least say they're going to look further into it, not leave it at that.

it's about (frank)in time the few teams that make them some money (NYR, MTL, TOR...) assume some leadership and dictate what the league should and should not do.

More than anything, this. When you outsize your opponent, by a lot, maybe you drop the gloves, give a couple shots, then tie up. You don't overpower and try to injure your opponent.
