What the Bolts did is completely allowed under the current agreement. Luongo didn’t go on LTIR because he wanted to work for the Panthers. I guess he could have gone and worked for the league for a few years, but that likely would have meant moving to NY. - 1970vintage
I don't know if there is ever going to be a system that doesn't have some sort of circumvention.
League should look at individual cases almost as a way to get portions of the cap off teams books. There are injuries, or illnesses.
Maybe losing a draft pick for exceeding the cap relief portion by certain amounts, so teams can choose what they want to forfeit. |

They are operating within the rules of the CBA. Maybe in the future, there will be a punishment for teams that decide to take the route that TB has. The league did send out an email saying they were not happy with teams taking such advantage of it.

According to the LTIR rules, a player must be removed immediately after they’re ready to play. Kucherov has been skating for a month now [since March], including with the team at times in a non-contact jersey. Then, he appeared at practice today in a contact jersey [April]. That means he’s pretty much ready to play, yet he’s still on the LTIR. The team’s doctors are not clearing him to play despite him pretty clearly being ready. That’s where this becomes illegal cap circumvention, and that’s why people are mad.
Once a player is healthy to come off LTIR, they are supposed to. Tampa dragged its feet, illegally circumventing the cap through their doctors, and voila, he was ready for game 1.
