I’m trying to check on this. His draft “clock” for signing is still showing an august expiration date until he’s a free agent. It would take a change on that which would have to be approved by the NHL (possibly the PA too). At this point, Ken Kal and others on the media side are still saying his rights are expiring this year.

Normally I go straight to the CBA for matters like this, but the legalese in the relevant portion of the CBA -- 8.6 (c), to be precise -- is particularly inscrutable in this case.
That said, the final line of 8.6 (c) (v) seems to be crucial here:
As a general matter, the above provisions were not intended to cut off, and shall not have the effect of cutting off, a Club's exclusive negotiating rights during the period that a Player remains in college.
Emphasis mine.
Capfriendly's FAQ is marginally more helpful, but still not exactly simple to parse out.
As best I can tell, the short answer here is that if KP stays in college, then the Red Wings continue to hold his rights until next year. That said, if he decides not to use that last year of eligibility (or Quinnipiac doesn't offer it to him; individual colleges apparently can opt out) he does become a free agent
this year. So until he declares otherwise it seems wise to assume an August 15, 2021 deadline until further notice.
