The collage format should be universal for all players. Summer after they turn 21 either be signed of be a free agent. No draft capital back to drafting team.

I don't agree with compensating with the exact round pick that the college prospect gone free agent was drafted at. But a lesser pick by 1 or even 2 rounds be the compensation, unless his rights were traded for or he is signed 2 months after the Aug 15 FA date. So actually he would be an RFA for 2 Mos. And if drafted in the 6th or 7th rnd, no compensation and he is then actually an FA on Aug 15

I’d say that you don’t penalize a team the cost of a pick for signing a guy who went 4 years, earned his degree and thus the right to have a say in his place of employment. That said, teams shouldn't be left empty handed. I think if a team has shown every effort to sign the guy (meaning a max ELC offer with the .925aav), and he opts to go elsewhere; then take a page from the baseball Qualifying Offer Free Agent system and whatever round the Kid was drafted in, backload that round with a supplemental pick.
NHLPA would argue the penalization pick system I’d bet. Everyone agrees their should be some form of recoup, tacking it to the end of a round is likely the most agreeable play.
