Thats a shortsighted statement. The reason he hasnt gone to arbitration is because no team doctor that has any responsibility of the outcomes of the surgery would testify in arbitration for the surgery he wants.
He will get the surgery he wants when he is no longer under contract or until a non $10MM a year player proves it is safe, by which time he wont be a Buffalo Sabre issue.

Didn't Tarasenko end up getting the surgery he wanted on his 3rd shoulder surgery because the team doctors etc. didn't fix his shoulder issue the first 2 surgeries? |

Provided the Sabres are transferring the risk of the surgery to the other team that lowers what they get for him.
If they let him get the surgery and tge physical shows he’s fine, tasking price goes to normal.
But it costs to transfer risk. |
