Lordy is correct that Israel was a real leader in vaccinations and they did recently have an outbreak but this article from Fortune does a really good job of explaining why. Fortune is a centre-right publication but is considered very creditable in their reporting.

The program plateaued amid hesitancy from some in the Orthodox Jewish and Arab communities. About 61% of Israelis have been given two doses, lower than in European laggards earlier in the year such as France and Spain.
Following the spread of the Delta variant over the summer, Israel has seen cases climb, reaching an all-time high of 11,316 daily cases on Sept. 2. The number of people falling seriously sick and being hospitalized, though, has risen less than it did during the last coronavirus wave, peaking at 751 in late August, compared with 1,183 in mid-January. The trend is now downward.
Infections jumped because of the prevalence of cases among the unvaccinated, especially children. There were also so-called breakthrough infections in those who have been vaccinated, and the drop in efficacy of vaccines.

5) Power play balance
Twice in Green’s four-season tenure behind the Vancouver bench, the Canucks have had a top 10 power play (2017-18 and 2019-20).
And in both of those seasons, it was the strength of the club’s second power play unit that really powered the overall team success with the man advantage.
On Wednesday, for the first time since camp opened, the Canucks worked on their power play in a practice session that was open to media. Under the watchful eye of first-year power play coach Jason King, who has taken over the responsibilities that were previously Newell Brown’s, the Canucks rolled out two relatively balanced-looking units that would seem to tell us a fair bit about their plans with the man advantage going into the season.
Both units operated in a 1-3-1, with shooters on their one-timer sides.
The first unit included one PTO player, but otherwise looked the way we might expect it to on opening night, with Ekman-Larsson up top, Garland and Miller on the flanks, Horvat in the bumper and Chiasson at the net front.
The second unit seemed to be a bit more in flux, with a couple of obvious placeholders for the club’s unsigned superstars. It featured Rathbone and Hunt switching out up top as they kept Hughes’ seat warm, Boeser on the left flank, Petan in Pettersson’s probable spot on the right flank, Höglander in the bumper and Pearson at the net front.
Aside from some uncertainty about whether the club will sign Chiasson, these units make a ton of sense as the first choice power play groups. It would certainly allow them to be completely unrelenting over two minutes of power play ice time with little drop off from one unit to the other.
And the presence of an additional net-front body in Chiasson is sort of key to enabling that. Chiasson is an exceptional power play piece, a true specialist, and his right-handed shot carries additional playmaking utility, too. If the Canucks opt to sign him and can plant him in front of the net, it frees them up to use Miller on the flank, where he’s become an exceptional initiator in recent seasons.
Of course, if Chiasson is signed, the club will have to figure out where to fit him into the lineup. And if he slots in at fourth-line right winger once Pettersson joins the team, well, the Canucks will likely have to press one of Pearson or Miller into penalty killing duty.
As for the presumptive Pettersson-Hughes power-play unit, the Canucks had tremendous success in 2019-20 with Pettersson, Boeser and Hughes up high. The only issue there, really, is that Boeser would be the only right-handed shot among the five skaters on that unit. Boeser’s evolution as a playmaker has been impressive, but if that’s the ultimate alignment, he’ll likely be counted on to do the bulk of initiating with everyone else on the ice being a one-timer option.
Boeser’s best attribute is his hockey IQ, but lining up a power play unit in this manner will be a big test for the 24-year-old winger.

I could see leagues honouring covid opt outs for contracts signed previously, but honouring them for a contract signed in the past couple of months seems ridiculous. If you don't want to play, don't sign a contract?
