Id be shocked if it stayed that way as I don’t think they’re a top 5 unit but they undoubtedly got better defensively while somehow getting worse in net.

If there's wiggle room here, it's in the fact that the lower limit isn't well defined. It's 1 paragraph, compared to many pages and examples for the cap.

I'm sure the team knows the league's interpretation here.

The NHL is heavily involved with this, even if it's behind the scenes. No way in (frank) they're penalized, as they will be following the guidance of the NHL and PA in everything they do going forward.
