This is legit a penalty you can't 'shoot' a stick regardless of if it's your teammates or a guy from the other team. I assume the spirit of the rule is so if an opposing player loses their stick you can't jettison it down to the far end of the rink. lol

That's also why you see players pick up the goalie stick and bring it back to the goalie vs just 'shooting' it to them.

Now if you have 2 sticks in your hand and play the puck it's also an instant penalty.
