Looks vicious, but look how Khaira is coming into the hit from watching the puck, Trouba doesn't look like he's after a head hit - going in shoulder first. Almost jumping up, but not quite... Looks worse at normal speed, not so much at slow...

Maybe not, and I can believe that, but he still hit him directly in the head. But intentional or not, it's a clear as day headshot.

That's definitely not "plenty of time". On the ice, an attacker coming your way - you're playing D, your main task is to stop him before he's out of his D-zone. You have maybe 2 secs to make up your mind how to stop that play. You can see that you can hit him - you go in for the hit with both your skates on the ice, hitting him with your shoulder...
When I was told how to play D, that's exactly how you play.
Unfortunate result yes, but imho that's a fair hockey hit everything considered.
