Why would a sill need to be scheduled? Are you worried about some sort of time conflict with a joist?
And why would anyone want to build on Uranus. It's a really big ball of cold liquids and gases, with no solid ground upon which to build a good foundation.
But it would be a good planet to explore some more in the future. There was only that one flyby by Voyager 2 in 1986, and all the data it collected was limited by the electronics and computers available when it was designed, built, and launched in the 1970s. There must be so much more to discover with a new mission using the latest in state of the art technologies.
