I'd be fine with an veteran, old, not able to speak proper sentences and dumb GM... as long as they can do the job properly and build a contending team. Being new, young, well spoken, intelligent has nothing to do with your ability to be a GM. It helps, but it doesn't guarantee that you'll be a good GM.
