Prior lotteries were: 1st lottery = #1 pick, 2nd lottery = #2 pick, 3rd lottery = #3 pick

All just speculation at this point on what this limit of movement would mean. I'd assume there's legalese the clubs have on the situation you listed, but we'd never find out unless it happened.
